The system used by journalists to provide shared coverage of the US president is facing a major disruption after the White House restricted access for three major news organizations.
The White House press pool has operated for decades, allowing a small group of reporters, photographers and television crews to represent the wider press corps when space, security or travel costs prevent every journalist from attending presidential events.
How the Press Pool Works
The system dates back to the administration of Franklin D. Roosevelt. Its purpose is straightforward: a limited number of journalists attend events where larger groups cannot fit, then share their reporting, photographs and video with other news organizations.
The arrangement is especially important during presidential travel. Only 13 seats are available for members of the press on Air Force One, making it impossible for every outlet covering the president to send its own team.
The White House press pool therefore allows news organizations to divide coverage responsibilities while ensuring that information from presidential events can reach a much wider audience.
Media Outlets Face New Restrictions
President Donald Trump announced September 18 that CNN, MS NOW and Politico would be barred from the White House, accusing the organizations of what he described as false reporting. He did not identify one particular story that prompted the decision, instead describing it as the result of coverage over several years.
The White House followed through the next day. Reporters from the three organizations were denied entry and had their credentials disabled or confiscated.
The organizations have said the restrictions will not end their coverage of the administration.
CNN’s Pool Assignment Becomes an Issue
The dispute has created a specific problem for the White House press pool because CNN had been scheduled to serve as the television pool representative on Monday.
The TV pool rotates among ABC, CBS, CNN, Fox and NBC. The assigned network typically provides a three-person team consisting of a camera operator, audio technician and producer or reporter.
CNN was also scheduled to accompany Trump during his planned trip to New York for the United Nations General Assembly.
The White House subsequently removed CNN from that assignment, breaking with the established rotation system.
Pool System Has Changed Before
The current dispute comes after other changes to presidential media access during Trump’s second administration.
Reuters and the Associated Press previously held permanent positions in the pool but were moved to a rotation. The administration also added outlets that had not traditionally participated in the pool, including several right-leaning publications.
Presidents have historically had disagreements with individual news organizations, but the press pool has generally continued operating through those disputes.
Why the Pool Matters
The White House press pool serves a practical purpose beyond individual news organizations. Its members can witness presidential activities firsthand and distribute information to journalists who are not physically present.
Pool reporters have covered major presidential moments throughout modern history, including presidential trips, security incidents and other unexpected events.
The current changes have raised questions about how the system will function if one of the organizations assigned to provide pooled coverage is excluded.
Other newsrooms could potentially take on additional responsibilities, but doing so would require more staff, equipment and travel resources.
As the administration and news organizations continue their dispute over access, the future operation of the presidential press pool remains an important issue for the White House press corps.
